Leo Kamali was the top lieutenant in the Al-Zuhari's terrorist organization. He is a British national of Lebanese heritage. He was a double agent. "Overtly" using the guise as a CIA agent undercover to fool his superiors in the CIA and Section 20, and including his daughter, but was actually running Al Zuhari's terror organization. Kamali also murdered former section 20 member Seregent Liam Baxter when Baxter's cover as a journalist gets compromised and kamali shoots him in the head. This was due to Al-Zuhari being dead months prior. Throughout his disguise in "helping" Section 20, he actually used them to acquire a bio-weapon to further his ideals.
Philip Locke ordered Stonebridge and Scott to shoot Kamali after he attempted to release the weaponised small pox.
